Jim, I wouldn't use anything soft like copper. The cable will eventually cut through the tubing and would most likely hang up the throttle at the least desirable moment.
Most VW shops can sell you a replacement tube. If your local VW shop doesn't sell, let me know and I will give you the name of my local shop. They sell them, I know, I used to work there.
