Empi Imp Windshield sloppy fit--

I have an Empi Imp, and have been rebuilding it from the pan up. I have just put the windshield back on, (in the original bolt holes) and have found the bottom of the windshield is straight, but the dash bows about 3/4" in the middle. The dash is supported by 1" angle. It just looks like the fiberglass mold was bowed or something. What do you suggest for this?
1)cut a rubber gasket that has 1/4 inch on sides and 3/4 inch in middle
2)build up fiberglass on top of the dash to make it even, so the windshield would fit
